NGT said post of the Chairman is a “sensitive and responsible” post as the entire environmental status of the state.

National Green Tribunal has rapped Delhi Government over an ad-hoc appointee holding post of the Chairman of Delhi Pollution Control Committee (DPCC) and asked it to make a regular appointment within three months.
Presently, Environment Secretary of Delhi Government is holding additional charge of the Chairman’s post.
Vacation Bench headed by Justice R S Rathore expounded that post of Chairman is a “sensitive and responsible” post as entire environmental status of State depends on functioning of Pollution Control Board.
Tribunal has warned the Delhi Govt. that in case it fails to complete appointment process of Chairman, then person now holding post shall cease to function.
Green Panel also noted that in the most of State Pollution Control Boards, post of Chairman is held by the persons lacking in the qualification or experience in field of environment.
Directions came after Counsel for Delhi Government stated that the requisite steps have been taken by Board to appoint Chairman and issue is awaiting the Central Pollution Control Board’s nod. He assured Bench that process would be completed soon.
NGT had earlier barred Chairpersons of nine State Pollution Control Boards (SPCBs) from functioning with immediate effect for not being appointed in consonance with judgement of Tribunal.
The Green Panel had in August,2016 asked the State Governments to fill vacancies in Boards as per guidelines laid down by it and file a report.
