SC gives Congress a Thumb down on Goa, Manohar Parrikar takes oath as CM

Read Order: All Congress hopes were dashed when SC declined to stay oath ceremony.

On Tuesday, Supreme Court refused to stay swearing in of BJP’s Chief Minister Candidate Manohar Parrikar and ordered a floor test in Goa Legislative Assembly on March 16,2017.

Apex Court was listening to a petition which was filed by Congress challenging Goa Governor’s decision to invite BJP to form government in Goa.

Apex Court Special Bench which was headed by Chief Justice J S Khehar expounded that, “You (Congress) don’t have numbers and that’s why you didn’t claim to form the government. You haven’t demonstrated before governor that the number’s are in your favour.”

While dismissing Congress Party’s Petition, Supreme Court directed Goa Governor Mridula Sinha to hold the floor test at 11 AM on March 16.

Bench made it clear that only business of House would be holding of floor test after swearing in of members.

Congress Legislative Party leader Kavlekar stated that,”As per the well-established constitutional norms and conventions, single-largest party ought to have been given an opportunity to form the government and prove its majority,”.

Congress has 17 legislators followed by the BJP with 13, Goa Forward Party (GFP) and Maharashtravadi Gomantak Party (MGP) with three each, three Independents and  the NCP (one).
